<br />City Council Study Session - 07/18/05 <br />Minutes - Page 3 <br /> <br />and staff; and attending City Council and Planning Commission <br />meetings as necessary. <br /> <br />Falcon Heights <br />Mr. Schwartz noted that the City of Falcon Heights was looking <br />to replace their vacant City Engineer position (currently a <br />consultant); to provide general engineering services on an as- <br />needed basis, with duties similar to that proposed by Arden Hills, <br />but on a lesser scale. Mr. Schwartz noted that the City of Falcon <br />Heights had no desire for office hours at their City Hall, but <br />would be seeking some projected engineering services. <br /> <br />Both Cities <br />Mr. Schwartz advised that both cities have a desire to improve <br />their infrastructure records utilizing GIS, and to have this <br />information in their possession, rather than at their consultant's <br />office (i.e., as-builts of past projects). <br /> <br />Staffing demand <br />Mr. Schwartz anticipated that initially, providing the requested <br />services would require one additional engineer position to the <br />City of Roseville staff to meet both cities' needs; with an <br />estimated position cost of $70,000 - 80,000 per year; and <br />projected demand for service expected to be: .6 - .8 full-time <br />equivalency (FTE) hours for Arden Hills, and .1 - .2 FTE for <br />Falcon Heights. <br /> <br />Benefits to Roseville/Goals of Proposed Business Model <br />Mr. Schwartz advised that such a program would spread the City <br />of Roseville's engineering overhead costs across a broader base <br />(i.e., software, equipment, staffing costs for training and <br />meetings); utilize in-place Information Technology (IT) <br />networks to the benefit of all parties; capitalize on additional <br />special expertise of an additional engineer to the benefit of <br />Roseville's residents; reduce impacts on the tax levy; and <br />provide the ability to manage resources over a larger program. <br /> <br />Necessary Agreements <br />Mr. Schwartz advised that a JP A would need to be developed <br />with legal counsel for each City that clearly outlined an exit <br />strategy and limited liability for the City of Roseville.
