<br />City Council Study Session - 07/18/05 <br />Minutes - Page 4 <br /> <br />Schwartz noted that future salary and benefit increases for the <br />position would need to be built into the JP A. <br /> <br />Timeframe <br />Mr. Schwartz noted that the City of Falcon Heights would like to <br />enter into an agreement soon, or re-designate a City Engineer <br />through consultant services. Mr. Schwartz noted that the City of <br />Arden Hills had a position included in their 2005 Budget, and <br />would like to move forward yet this year. <br /> <br />Mr. Schwartz and staff sought City Council direction as to <br />whether staff should continue to explore an Engineering Services <br />JPA with the Cities of Falcon Heights and Arden Hills, if a <br />positive financial outcome for Roseville can be achieved. <br /> <br />Discussion <br />Councilmember Kough questioned how work priorities for major <br />projects would be handled without overburdening the Roseville <br />staff; and whether this was a profit-making plan for Roseville, or <br />to train engineers. <br /> <br />Mr. Schwartz advised that the types of services being requested <br />by Arden Hills was in project coordination between their <br />consulting engineers and city staff and residents. Mr. Schwartz <br />didn't anticipate any impact on the day-to-day operations of <br />Roseville staff. Mr. Schwartz noted that the City of Falcon <br />Heights had completed most of their major projects, was a <br />certified MSA City (one of two in the State of MN); and he <br />didn't anticipate any types of major projects that would put that <br />type of a strain on the City of Roseville's Engineering <br />Department, or force staff into a priority-setting situation. <br /> <br />Councilmember Ihlan questioned the impact of value to the City <br />of Roseville; and noted that the FTE's didn't add up for just the <br />two cities, and questioned if that was the proportionate benefit to <br />be realized by the City of Roseville. <br /> <br />Mr. Schwartz opined that an approximate $20,000 net benefit <br />would be realized to the City of Roseville; and that the remaining <br />FTE would constitute duties and benefits for the City of <br />Roseville. <br />
