<br />City Council Study Session - 07/18/05 <br />Minutes - Page 5 <br /> <br />Mayor Klausing questioned the interplay between the engineer <br />and city for Roseville duties; and if both Arden Hills and Falcon <br />Heights used the upper end of the FTE range, where would the <br />City of Rose vi lie's benefit be. <br /> <br />Mr. Schwartz outlined staffs vision for the position, noting that <br />the person doing the work for the City of Arden Hills and Falcon <br />Heights may not always be an engineer, but could be a technician <br />or GIS technician, depending on duties required. <br /> <br />Councilmember Schroeder opined that the concept was good, but <br />he had concerns regarding the FTE projections, the extensive list <br />of duties requested by Arden Hills, and whether office hours at <br />their City Hall of 3-4 days/week would provide sufficient benefit <br />to the City of Roseville. Councilmember Schroeder was <br />cautiously supportive of the proposal, particularly as it related to <br />workload sharing. <br /> <br />Directive <br />Consensus was for staff to continue exploring the potential, <br />given the caveats discussed tonight, paying special attention to <br />liability concerns as well. <br /> <br />3. Roseville Housing and Redevelopment Authority (BRA) HRA <br />Community Development Director Dennis Welsch advised <br />Councilmembers that due to last-minute collective scheduling <br />conflicts of HRA Board Members and Consultant Barbara Raye <br />and Carol Swenson of the Center for Policy, Planning and <br />Performance (CPPP), the HRA Chair, Bill Majerus was <br />requesting rescheduling of tonight's presentation until the <br />August 8, 2005 Council meeting. <br /> <br />Mayor Klausing opined his favorable impression with the written <br />report presented, noting the delay will allow the Council more <br />time for review of materials presented to-date; and directed staff <br />to reschedule the presentation. <br /> <br />4.
