John Kysylyczyn, 3083 N Victoria Street Mr. Kysylyczyn opined his ideas of how the City Council should adopt individual recommendations from the Task Force Final Report; questioned the concept of subsidies for users and the impacts for other programs; and spoke in support of a tiered rate structure, since Roseville residents were already paying fees as part of their city taxes for operation of the Oval; questioned who was appointing the Advisory Commission; and suggested that the City Council may wish to consider operating the Oval as an Enterprise Fund to provide greater fiscal controls and accounting. Council thanked all involved in the Task Force, including user-groups, noting that the City of Roseville always brought forward its best when challenged. Council recognized the expertise, commitment and incredible work performed by Task Force members, who turned a bad situation into a good opportunity. Task Force Chair Jacobson accepted accolades from the City Council and audience, and recognized and introduced members of the Task Force present in the audience, thanking them for the expertise, networking and representation of various user groups they brought to the Task Force and the solid team effort brought forth. Councilmember Maschka specifically recognized and thanked Marilyn Rose Sanft and the original concept behind the John Rose Oval, as recognized by the Guidant Foundation, to "get the kids on the ice." Recess Recess Mayor Klausing recessed the meeting at approximately 7:08 p.m. and reconvened at 7:20 p.m.
