<br />City Council Regular Meeting - 08/22/05 <br />Minutes - Page 11 <br /> <br />time for discussion and review. <br /> <br />Councilmember Ihlan noted the changes in land use from <br />Concept to Final Plan, from type of home proposed, and <br />zero lot line concepts, larger homes on smaller lots, and <br />lack of further Planning Commission and public input <br />related to the revisions from the Concept stage. <br /> <br />City Manager Beets noted that staff had determined that six <br />single-family homes was an improvement in terms of <br />community perception, with same land and lot <br />configuration, than the previous proposal. Mr. Beets noted <br />that United Properties had worked consistently with the <br />neighbors throughout the process, and with the proposed <br />entrance off Fulham, there was less impact to the <br />neighbors. <br /> <br />Mayor Klausing concurred with staffs determination; and <br />as a former Planning Commission member, opined that this <br />was not a substantive change warranting further Planning <br />Commission review; and the project had continued to <br />receive extensive public input through neighborhood <br />meetings. <br /> <br />City Planner Thomas Paschke noted that staff determined <br />that this was not substantially different from Concept to <br />Final; and noted that the public had been noticed of this <br />item being considered before the City Council at tonight's <br />meeting. <br /> <br />There was no one, other than the applicant, present at <br />tonight's meeting wishing to speak related to this project. <br /> <br />Councilmember Ihlan expressed her preference for the <br />benefit of additional input from the Planning Commission <br />process for the change from town home to single; and a <br />determination as to its consistency. <br /> <br />Ihlan moved, Kough seconded, tabling this item and <br />sending it back to the Planning Commission for further <br />input and recommendation.
