Waste <br />Management through an acquisition has been the City's recycling provider since 1987. <br />We like to believe that we have been a part of the success behind the City or Roseville's <br />recycling program. <br /> <br />We have reviewed the proposed draft RFP for Comprehensive Recycling Service. <br />UnfOliunately after 18 years of being involved with recycling in Roseville we are deeply <br />concerned that we will not be allowed to continue to be a part of the program. Waste <br />Management as the world's largest recycler cannot meet the specifications of your drall <br />RFP_ <br /> <br />Let me explain why we will not be able to meet your specifications: <br /> <br />Recycled Contents Products <br />Page I I Section 4.3 5. Recycled Contents Products are defined as "Products or goods, <br />including roadbed or other aggregate products that are openly marketing and have <br />positive value. Recycled content products do not include use of any commodity as <br />landfill cover." <br /> <br />Waste Management uses umecoverable glass as an alternative daily cover at its landfills. <br />We believe that alternative daily landfill cover does meet the definition of a Recycled <br />content product and should not specifically be excluded. Daily cover for landfills (which <br />includes virgin soil, sawdust, and reusable tarps) must be purchased by landfills if not <br />readily available and does have a positive value. In fact the State of Milmesota <br />recognizes alternative daily cover as an acceptable reuse and allows material uscd that <br />way to be considered recycled. <br /> <br />Marketing Agreements <br />Page 23 Section 6.03. The drafi RFP stipulates that the contractor shall provide copies of <br />cunent marketing agreements and/or contracts for all materials, for Primary and <br />Secondary markets for each commodity within thiliy days of execution of a contract.
