Regarding the connnunity oncerned for the problems of �ouths, Ann Berry reported <br />that the Leagu : of Womer_ Voters is lookin€" into the c� :icept and operation of a <br />co�rnn�ity resource center. It was noted that Patrolman Gary Anderson of the <br />Roseville Police Juvenile Division is now licensed to operate a"Group Home" <br />to give the courts another alternative in disposition of juvenile cases. A <br />report on YDP ftanding wi11 be %rthcoming at a later date . <br />10. Dave Hall and Ann Berry me� with Frank McRay to followup on Frank's comments at <br />the March 27th HItC mee�ing. Frank's backgrotmd is in H�.nman Relations and is no� <br />confined strictly to dealing with discrimination problems, He feels that human <br />rights are indivisible and that the source of discrim�nation difficulties is in the <br />minds and attitudes of individuals who are not adequately aware of and sensitive <br />to ofiher people. A11 discrimination problems flow from this same source and, <br />there�oxe, there is no significant difference i.n the priori�y which should. be <br />��aced on solution of such discrirnina�ion problems. Dave poin�ed aut that when <br />t�i21 English spoke to the Arden Hills FIItC he expressed the opinion that there are <br />differences in k�nd an.d dEgree between vax�xous types of discrimination; for znstance, <br />he sees little �on�ection between raCism and. sexism and he feels that women wi11 <br />have their fu�l rights long before Ghettos cease to exist. <br />11, After attending the April 27, Human Rights Conference, �rui Berry drafied a resolution <br />dealing with appointm�ent of women to citizen's Cammissions and committees and cir- <br />culated tha� resolution to the commissian members. <br />Burke Raymond Moved and Ar.n Berry seconded, the adoption of the resolution to <br />read as follaws: <br />*'WI�REAS, more than half the population o£ the City of Roseville <br />is made up of females, and <br />Wf'�REAS, the ordinance establishing the Roseville Hz�n Rights <br />Commission assures the fuli participation in the affairs <br />of the co�n�.u�.i�.y .for all citizens; <br />4 r _ ._. ...�.� _�;._ <br />NOW, TEIEREFnRE, BE IT RESOLVED that the Roseville H�nnan Rights <br />Commission urges the Mayor and Co�cil upon making appoint- <br />ments to City Comanissions and Citizen A�visory Coimni�tees to <br />give carefui consxderation to the selection of qualified <br />women appointees to serve in proportion to their represent- <br />ation in the total population o£ the Ciiy of Roseville, and <br />BE IT F[TRTHER RESOLVED thai the Mayor and Coi.mcil are urged 'to develop <br />pxocedural s�andards for making app��n�ments to Commissians and <br />Citizen Advisoxy Committees to assure tha.t the most qualified <br />individuals available have an npport�ity to seY°ve the needs and <br />in�erest of �he entire commumity, <br />Ayes: 7 - Nays: 0. <br />
