<br />City Council Study Session -10/17/05 <br />Minutes - Page 3 <br /> <br />Mr. Jambois noted that the City of Roseville had been <br />instrumental in the formation of the AMM; and would be <br />welcomed back into the membership at any time. <br /> <br />Mr. Jambois reviewed "Ten Good Reasons to be an AMM <br />Member;" his letter to City Manager Neal Beets dated August 2, <br />2005; and a recent "AMM News" brief for informational <br />purposes. <br /> <br />Mr. Jambois reviewed lobbying efforts of the AMM; balance of <br />73 members across the entire seven-county metropolitan area; <br />and the Association's work with, rather in opposition to, other <br />public sector associations. Mr. Jambois briefly reviewed his 30+ <br />years of public-sector employment; discussed several bills that <br />were considered by the legislature and the AMM's interpretation <br />of the proposed legislation work of the Association's four policy <br />committees to achieve consensus; and their work with the <br />Metropolitan Council. <br /> <br />Councilmembers asked several questions of Mr. Jambois related <br />to the makeup of and balance on the AMM Board; annual dues <br />($8,501.00); upcoming Policy Adoption meetings; need for fiscal <br />disparities formula recalculations; identifying needs of <br />developing and redeveloping communities; and regional, rather <br />than local government resolution of various issues. <br /> <br />2.b Modification of Council Chamber Cameras <br />Councilmember Schroeder addressed the lack of normal <br />broadcast capabilities of the City Council's newly-installed <br />camera system, as previously addressed at the August 8, 2005 <br />meeting. Councilmember Schroeder provided several options <br />and discussed the complexity of the setup in focusing on the <br />Council Dais, and/or the Workshop Table. <br /> <br />Councilmember Schroeder sought clarification as to the direction <br />given staff to provide options to improve the broadcast standards <br />of public meetings. Councilmember Schroeder provided two <br />options: I) remove two existing cameras above main door and <br />discard the non-functioning camera; move good camera to <br />location "A" at the back of the room; purchase a new camera and <br />install it at location "B" or 2) purchase an additional two <br />
