<br />City Council Study Session -10/17/05 <br />Minutes - Page 8 <br /> <br />to continue providing services. <br /> <br />Councilmember Schroeder requested additional information <br />prior to accepting staffs recommendation. <br /> <br />Councilmember Ihlan requested additional information from <br />staff as to how much higher the incumbents' new contracts <br />would be over current contract, in order to determine the range of <br />proposals and their cost-effectiveness. <br /> <br />City Auditor Appointment <br />Finance Director Chris Miller reviewed the RFP's sent to seven <br />qualified firms in the metropolitan area to perform annual audit <br />services for the City for a three year term. Mr. Miller advised <br />that, of those six firms responding, staff selected two finalists to <br />interview: Kern, DeWenter, Viere (KDV); and Malloy, <br />Montague, Karnowski and Radosevich (MMKR). <br /> <br />Mr. Miller reviewed and noted that it was commonplace that <br />government audits were highly regulated and structured; making <br />a firm's strengths, qualifications and price the basic evaluation <br />criteria. Mr. Miller recommended utilizing services of a new <br />firm, MMKR, for a three year audit services contract; given the <br />stability of staff and no addition of new auditing and/or <br />accounting procedures. <br /> <br />Councilmember Maschka concurred with staffs <br />recommendation to provide a new perspective and enhance <br />accountability; and given that this firm had the lowest proposal. <br /> <br />4. Discuss a Federal Grant Offer to Assist Roseville in Funding COPS Grant <br />a New Police Officer Position <br />As requested by Councilmember Ihlan, staff was welcomed by <br />Mayor Klausing to discuss the proposed grant-funded COPS <br />position. <br /> <br />Police Chief Sletner and Police Services Manager Karen Rubey <br />provided background and application criteria for grant funds <br />from 2002 when application was made for a Family Violence <br />Investigator or a Commercial Patrol Officer.
