<br />City Council Study Session -10/17/05 <br />Minutes - Page 9 <br /> <br />approved for the Commercial Patrol Officer, they were still in <br />the running for the Family Violence Investigator; and were <br />notified in August of 2005 that they had been awarded grant <br />funds for one officer position, with 90 days to accept or deny the <br />grant award (by November 13, 2005). <br /> <br />Chief SIemer noted that the position would be an additional <br />officer, not a reassignment of duties of existing officers; and <br />reviewed community and nation-wide statistics for domestics <br />and domestic assaults. <br /> <br />Ms. Rubey reviewed the financial impacts over the three year <br />term of the grant funds, and the additional one year the City <br />would be required by grant provisions to continue funding the <br />position. Ms. Rubey noted that she had calculated costs based on <br />an annual salary increase of 3%; and further noted that all <br />previous four COPS grant hires had been retained by the <br />department. <br /> <br />Chief SIemer reviewed the objectives and functions of the <br />proposed "Family Violence Investigator;" existing case load and <br />department frustrations in follow-through with victims and <br />abusers. <br /> <br />Discussion included current procedure for domestic cases; <br />number of incidents and trends; tools available under state <br />statute; response times; investigations; and any grant restrictions. <br /> <br />Chief Sletner advised that staff would return at the City <br />Council's October 24, 2005 regular business meeting with a <br />Council Action Request related to this proposed position. <br /> <br />Recess Recess <br />Mayor Klausing recessed the meeting at approximately 8:18 p.rn. <br />and reconvened at 8:26 p.m. <br /> <br />5. <br /> <br />Discuss a Draft Rental Housing Ordinance and Enhanced <br />Property Maintenance Code <br />Property Maintenance Code <br />Community Development Director Dennis Welsch; Housing and <br />Redevelopment Authority (HRA) Executive Director Cathy <br /> <br />Rental Housing <br />Ordinance and <br />Enhanced Property <br />Maintenance Code <br />
