John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn provided a bench handout entitled, <br />"Leadership of Council Initiated Agenda Items, from <br />January 1, 2003 to October 18, 2005;" related to <br />Councilmembers involvement in placing items on meeting <br />agendas. <br /> <br />c. Al Sands, 2612 Aldine <br />Mr. Sands noted receipt of his Truth in Taxation notice; <br />and asked the City Council to further reduce the proposed <br />levy increase. <br /> <br />D. Randy Neprash, 1276 Eldridge Avenue <br />Mr. Neprash noted that he would not be able to remain at <br />the meeting for public comment during upcoming agenda <br />issues, and asked to comment at this time. <br /> <br />Mr. Neprash commented on the Twin Lakes discussion <br />related to use of the Eminent Domain process. Mr. Neprash <br />advised the City Council to ensure the developer would pay <br />any legal costs and that they be paid as they're incurred and <br />through the appeals process; and that the agreement be with <br />the actual developer, not a "shell firm." Mr. Neprash also <br />expressed concern that the City not be left in a position of <br />holding title after the Eminent Domain process. Mr. <br />Neprash suggested that whenever the developers request <br />something of the City, it presented another opportunity to <br />review and revisit the agreement and the City's level of <br />protection (i.e. environmental concerns). <br /> <br />On another item, Mr. Neprash in his professional capacity, <br />commented on new rules being developed by the Capitol <br />Region Watershed District; and noted their impact to the <br />entire northern suburban area. Mr. Neprash opined that the <br />proposed rules are becoming more rigorous and demanding <br />of developers, and specifically city road reconstruction <br />projects. Mr. Neprash noted that the City of S1. Paul had <br />drafted and submitted a resolution to the Capitol Board <br />with their questions and concerns, along with a time <br />extension.
