<br />City Council Regular Meeting - 11/28/05 <br />Minutes - Page 32 <br /> <br />no variance was required, there was no need to define hardship. <br /> <br />Councilmember Kough sought clarification, provided by staff, <br />on the building height; visibility obstructions; and code <br />compliance. <br /> <br />The applicant was available; there were no questions of the <br />applicant by the public or City Council. <br /> <br />Councilmember Ihlan, from a policy standpoint, disagreed with <br />findings of the Planning Commission; and spoke in opposition to <br />encouraging maximum garage size of four stalls or greater; and <br />advised she would not support a motion for approval. <br /> <br />Councilmember Kough advised that the applicant had a right to <br />build the structure; and in some instances, improvements were <br />made in storage of machinery and equipment being contained, <br />rather than stored outside. <br /> <br />[9.1] <br />Kough moved, Klausing seconded, adoption of Resolution No. <br />10355 entitled, "A Resolution Approving a Conditional User <br />Permit for Terrance Fenne, 910 W Highway 36, in Accordance <br />with Section 1013 of the Roseville City Code, allowing a 1,008 <br />Square Foot Detached Accessory Structure in the Rear Yard (PF <br />3691). <br /> <br />Mayor Klausing spoke in support of the motion; with some <br />ambivalence; opining he was not a fan of big garages and was <br />concerned with the impact to the neighborhood; but noted that he <br />was supporting the motion as the CUP was only for an additional <br />6 feet.in depth for the garage. Mayor Klausing also noted the <br />applicant's consideration of positioning the structure to <br />minimally impact green space and preserve trees, both items that <br />the Council had spoken in favor of pursuing. Mayor Klausing <br />also noted the applicant's intent to convert existing garage space <br />into living space; a compelling consideration in the City <br />Council's efforts to encourage property owners to invest in their <br />homes and community and to maintain existing housing stock. <br />
