It is a single family dwelling in a residential neighborhood surrounded by parked automobiles. The <br />cars are on the driveway, in the street and often on the lawn. Garages are not used for cars, because it is too much trouble to <br />move cars in the driveway that block cars in the garage. Four to seven cars are parked there day and night all year round. They <br />interfere with snow plows, street sweepers, mail trucks, garbage trucks, etc. <br /> <br />What is the root cause of the problem? Single family homes were not designed for rental property use. They do not have <br />adequate provisions for multiple automobiles. They do not meet the requirements of the State of Minnesota Uniform Fire Code. <br />Sleeping rooms do not have the means for rapid egress in case of fire, especially when bedrooms are on the second floor or in <br />the basement. <br /> <br />Noise is sometimes a problem, depending on the renters involved. All in all, these rental single family homes are an eyesore <br />that reduce the property values of the surrounding homes. <br /> <br />Recommendations: <br /> <br />1) Write city codes which prohibit the parked-car eyesores described above. Apply the Uniform Fire Code rigorously to rental <br />single family dwellings. <br /> <br />2) Define a new zoning ordinance R-!-HO, for Residential Single Family Dwellings, Homestead Only that would prohibit <br />rentals entirely.
