Mr. Soler noted that, with concurrence of the City Council, Ramsey County would proceed in the process to develop a final layout; identify areas for additional right-of-way acquisition, and proceed to final design. Councilmember Ihlan addressed safety concerns she'd received at the Snelling A venue and County Road C intersection, with Mr. Soler addressing signal timing and crosswalk location for the best public safety. Councilmember Schroeder advi sed Mr. Soler of the increased maintenance costs the City realized when sidewalk width was reduced and more specialized equipment was required for maintenance and to reduce liability issues for the City. Councilmember Schroeder encouraged Mr. Soler to take this into consideration in any areas where the County was considering reducing sidewalk width to reduce right-of-way acquisition costs and impacts. Councilmember Kough addressed concerns regarding City maintenance costs for landscaped medians. City of Roseville Assistant Public Works Director Deb Bloom addressed the City's use of low maintenance plantings in median areas, as previously reviewed and recommended by the County Road C Reconstruction Task Force. Mayor Klausing opined his support for median plantings as a way to subconsciously reduce speed along a roadway that more resembled a parkway, rather than a freeway. Mayor Klausing initiated further discussion regarding evidence that three lanes on urban roadways with a dedicated turn lane moved traffic more efficiently than a five lane roadway.
