Mr. Veach introduced the <br />Troop leaders, and each Scout introduced themselves and <br />their guests. <br /> <br />Mayor Klausing read the City Proclamation honoring <br />Roseville Scout Troop 150 for their dedication to a more <br />beautiful Roseville and their example to the community; <br />and presented the proclamation to Mr. Veach, with the <br />audience responding in applause. <br /> <br />City Manager Beets noted that tonight's meeting would be <br />rebroadcast on Thursday and Friday, April 29 and 30, 2004 <br />at 6:00 p.m. on cable channel 16. <br /> <br />7:30 -9:00 p.m. <br />Formal Meeting with Residents <br />"You Talk, We Listen" <br />Mayor Klausing again thanked residents for attending tonight's <br />meeting and proceeded to introduce himself and <br />Councilmembers, and requested that City Manager Beets provide <br />a brief overview of City operations. <br /> <br />City Manager Beets took this opportunity to introduce staff and <br />briefly review their respective departments and responsibilities <br />within the community, and recognized various city advisory <br />commissioners also in attendance. <br /> <br />City Manager Beets briefly spoke of the City's current budget <br />situation, due to recent State of Minnesota reductions in aid <br />previously provided due to their budget restraints. Mr. Beets <br />noted the loss of $700,000 in 2004 general funds that resulted in <br />the reduction, transfer or elimination of various staff positions; <br />reduced out-of-state travel and conference attendance for staff <br />and Council; reduced overtime; and reduced frequency and <br />format of the City's newsletter, the Roseville Wrap, in an effort <br />to close the budget gap. City Manager Beets noted that the 2005 <br />Budget would also reflect additional challenges in the City <br />Council and staff identifying ways to reduce operational costs <br />while not unduly impacting city services and programs. Mr. <br />Beets noted that the citizens could provide input to assist the City <br /> <br />7 :30 -9:00 p.m. <br />Formal Meeting <br />with Residents <br />
