Mayor Klausing read the City Proclamation honoring Roseville Scout Troop 150 for their dedication to a more beautiful Roseville and their example to the community; and presented the proclamation to Mr. Veach, with the audience responding in applause. City Manager Beets noted that tonight's meeting would be rebroadcast on Thursday and Friday, April 29 and 30, 2004 at 6:00 p.m. on cable channel 16. 7:30 -9:00 p.m. Formal Meeting with Residents "You Talk, We Listen" Mayor Klausing again thanked residents for attending tonight's meeting and proceeded to introduce himself and Councilmembers, and requested that City Manager Beets provide a brief overview of City operations. City Manager Beets took this opportunity to introduce staff and briefly review their respective departments and responsibilities within the community, and recognized various city advisory commissioners also in attendance. City Manager Beets briefly spoke of the City's current budget situation, due to recent State of Minnesota reductions in aid previously provided due to their budget restraints. Mr. Beets noted the loss of $700,000 in 2004 general funds that resulted in the reduction, transfer or elimination of various staff positions; reduced out-of-state travel and conference attendance for staff and Council; reduced overtime; and reduced frequency and format of the City's newsletter, the Roseville Wrap, in an effort to close the budget gap. City Manager Beets noted that the 2005 Budget would also reflect additional challenges in the City Council and staff identifying ways to reduce operational costs while not unduly impacting city services and programs.
