<br />City Council Study Session - 05/17104 <br />Minutes - Page 6 <br /> <br />Councilmembers. Councilmember Kough noted the use of his <br />personal vehicle and fuel to transport volunteers to and from sites <br />during the clean up campaign, and sought reimbursement of the <br />fuel at a minimum. Councilmember Kough recommended that <br />the Council look at possible revisions to the existing ordinance. <br /> <br />Mayor Klausing sought clarification of Councilmember Kough's <br />request and preference as to Council action - whether it was for <br />reimbursement of this specific expense or consideration of <br />revising ordinance language related to broader reimbursement <br />policy for Councilmembers. <br /> <br />Upon Mayor Klausing's prompting, City Attorney Squires <br />referenced an opinion letter related to existing policy on <br />reimbursement for local expenditures of the City Council in <br />relationship to the stipend they received, and their analysis that <br />that stipend they received covered out-of-pocket local expenses; <br />and further opined that Councilmember Kough's example for <br />approximately $30 in fuel for the clean up day, was covered <br />within that existing policy as a local expense. <br /> <br />Councilmember Kough noted that, in hindsight, a City-owned <br />vehicle could have been used, rather than his personal vehicle. <br /> <br />Discussion ensued regarding the original rationale and purpose <br />of the existing ordinance language; compensation of private <br />citizens and/or volunteers; and a historical perspective of <br />reimbursement policies. <br /> <br />Schroeder moved, and Maschka seconded, approval for <br />reimbursement to Councilmember Kough for his personal <br />purchase of fuel for the City's clean up campaign, to be <br />reimbursed from remaining funds in the Keep Roseville Beautiful <br />budget in an amount not to exceed $30.00; and for consideration <br />of a re-evaluation of the reimbursement/stipend process in the <br />future. <br /> <br />Roll Call <br />Ayes: Schroeder, Maschka and Ihlan. <br />Nays: Klausing. <br />Abstentions: Kough <br />
