<br />City Council Regular Meeting - 12/19/05 <br />DRAFT Minutes - Page 25 <br /> <br />Mr. Houck opined that he felt deceived by the City Council that <br />another Public Hearing was not going to be held regarding <br />eminent domain. Mr. Houck further opined that the City was <br />using eminent domain against overwhelming community and <br />country opposition; and future legislation would clarify the law <br />in every state, including MN. <br /> <br />Tim Callahan, 3062 Shorewood Lane <br />Mr. Callahan interpreted tonight's discussion that the <br />redeveloper had made a first offer, rather than continuing <br />negotiations without the threat of eminent domain. Mr. Callahan <br />opined that the timing of the request for use of eminent domain <br />was premature; that there was no public user for the project; <br />expressed concern regarding pending litigation; and further <br />opined that property owners would be assessed for pollution <br />clean up above and beyond that required, since the properties <br />were proposed for residential use. Mr. Callahan opined that <br />Roseville citizens were already paying through tax increment <br />financing; and that it was time for the citizens to look at removal <br />of those Councilmembers voting for approval of eminent <br />domain. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn opined that the Councilmember Ihlan was <br />accurate in her assessment that the issue was before the Council <br />at tonight's meeting to ensure passage on a 3/2 vote. Mr. <br />Kysylyczyn also addressed his perception of "flip flopping" by <br />Mayor Klausing on his vote related to this project. <br /> <br />Kevin Olson, 2465 N Oxford <br />Mr. Olson expressed his opposition to eminent domain; <br />questioning how much it would cost the City taxpayer for clean <br />up of contaminated property. <br /> <br />Mayor Klausing closed the meeting for public comment <br />regarding this issue at 9:15 p.m. <br /> <br />Mayor Klausing and Mr. Krass responded to those questions <br />asked by the public tonight; and those that had previously been <br />answered during tonight's presentation and discussion. <br />
