<br />City Council Regular Meeting - 12/19/05 <br />DRAFT Minutes - Page 26 <br /> <br />Mr. Krass noted that relocation benefits were handled as a <br />completely separate action from the eminent domain <br />proceedings; and further noted that only one of the four <br />properties were occupied at all; and that the tenants or owner of <br />that building would receive relocation benefits. Mr. Krass <br />advised that the law required the City to hire an independent <br />appraiser to make a determination of market value, as the <br />County's tax valuations mayor may not represent true market <br />values. Mr. Krass confirmed that the landowner brought their <br />own appraiser to the table; and the commission itself made a <br />determination based on their experience and various opinions as <br />presented. <br /> <br />Item 9, "Consider Adopting the International Property <br />Maintenance Code (IPMC) as part of the Roseville City Code." <br />Mayor Klausing interrupted discussion at this time, given <br />audience members in attendance for this item, to poll the City <br />Council on their preference for consideration of this item at a <br />future Council study session for more substantial discussion. <br /> <br />Ihlan moved, Maschka seconded, tabling Item 9 entitled, <br />"Consider Adopting the International Property Maintenance <br />Code (IPMC) as part of the Roseville City Code;" until the <br />January 23, 2006 Council Study Session. <br /> <br />Roll Call <br />Ayes: Kough; Maschka; Ihlan; Schroeder and Klausing. <br />Nays: None. <br /> <br />Discussion included the developer's rights and risks regarding <br />ownership of the property; public use of property; intent and <br />purpose of language in Section 3.01 in removing the property <br />from condemnation procedures if an agreement between the <br />developer and property owner ensued during the process; and <br />contamination of property and landowner responsibilities. <br /> <br />Additional discussion included the exclusive agreement between <br />the City and this particular developer; make up of the <br />commission (impartial and made up of one appraiser, 1 realtor <br />and one attorney with real estate experience.; and the process <br />itself. <br /> <br />IPMC <br />Tabled <br />
