<br />City Council Regular Meeting - 12/19/05 <br />DRAFT Minutes - Page 27 <br /> <br />Maschka moved, Schroeder seconded, adoption of Resolution <br />No. 10367 entitled, "Resolution Authorizing the Acquisition of <br />Certain Property for Public Use by Right of Eminent Domain." <br /> <br />Councilmember Ihlan resumed her opposition to the proposed <br />motion and reiterated her reasons for opposition. <br /> <br />Ihlan moved, Kough seconded, renewing a motion to table action <br />until January of2006. <br /> <br />Roll Call <br /> <br />Ayes: Kough and Ihlan. <br />Nays: Maschka; Schroeder and Klausing. <br />Motion failed. <br /> <br />Mayor Klausing spoke in support of the original motion; opining <br />that discussion had been ongoing over the last two years; there <br />was no hint of rushing anything through; and the entire process <br />had been long and laborious. Mayor Klausing recognized the <br />varying opinions regarding eminent domain; but opined that <br />when he looked back on his tenure as Mayor he was confident <br />that an economically depressed, contaminated area that <br />jeopardized Langton Lake had been revitalized with a new <br />commercial and housing tax base; and would prove to be the <br />essence of what acting in the best overall public interest <br />represented. <br /> <br />Councilmember Kough spoke in oppOSItIon to the motion; <br />opining that it was premature to make a decision at this time; <br />expressed concern about the land being purchased for <br />speculation and potential loss of federal funds; and that it may <br />possibly open up the City for additional litigation. <br /> <br />Councilmember Schroeder opined that it was the job of a <br />Councilmember to listen to the city as a whole, not just a vocal <br />majority; and to listen to and look at the public good as a whole; <br />considering the future evolution and creation for the end product. <br />Councilmember Schroeder questioned what the definition was of <br />a "lame duck" Councilmember; instead interpreting his term of <br />office not expiring until the new Councilmember took office; and <br />opined that it behooved him to complete the task he'd been <br />
