Councilmember
Schroeder observed that all four parcels were commercial
parcels; only one site had tenants; and they were all very
knowledgeable in getting top dollar on real estate transactions.
Councilmember Schroeder noted that those property owners
were well aware that this tool was an option; and it was now time
for the City Council to use that tool. Councilmember Schroeder
opined that there was considerable misinformation being
portrayed.

Councilmember Ihlan spoke in adamant opposItIon to the
motion; and opined that what the City Council was doing was
wrong; that she was not questioning Councilmember Schroeder's
integrity, simply the process and expectations of the voters.
Councilmember Ihlan noted that eminent domain and the Twin
Lakes project were big issues during the recent municipal
campaign; and opined that the City Council was about to use its
most sweeping power for the advantage of private developers
and no public purpose; provide more retail development in the
City; violate the City's Comprehensive Plan; increase traffic in
the surrounding neighborhood; destroy the natural area around
Langton Lake; institute another big box retailer that is not needed
to compete with current retailers; and advance the rights of a
private developer.

Roll Call
Ayes: Maschka; Schroeder and Klausing.
Nays: Kough and Ihlan.

Counci/member Schroeder left the meeting at this time: 10:00
p.m.

9.

Consider Adopting the International Property Maintenance
Code (IPMC) as Part of the Roseville City Code
Tabled, see previous Council action.

Consider Adopting
the International
Property
Maintenance Code
(IPMC) as Part of
the Roseville City
Code
