<br />City Council Study Session - 01/23/06 <br />Minutes - Page 15 <br /> <br />After discussion, it was the Council consensus to eliminate <br />Alternative 3 from the proposals. <br /> <br />Councilmember Pust suggested that the City Council recognize <br />those organizations and groups already interested and available <br />and use their resources and scheduled meetings to incorporate <br />them into the process. <br /> <br />Councilmember Maschka noted the success of Vista 2000, noting <br />that "the first half of creation is just writing something down." <br />Councilmember Maschka advocated Alternative 1; opining that it <br />was not inexpensive, but that "you got what you paid for." <br />Councilmember Maschka further opined that you had to have <br />structure for the process to work, not just a "free-for-all," but a <br />clearly designed and executed work program. <br /> <br />Mayor Klausing referenced Councilmember Ihlan's e-mail for her <br />preferences. (See attached handout) <br /> <br />Mayor Klausing spoke in support of a community vIsIoning <br />process, similar to that used for the Vista 2000 process. Mayor <br />Klausing noted the process involved comment from a number of <br />people not normally involved, and clarified that he sought Council <br />consensus for Alternative 1, with revisions to the Comprehensive <br />Plan a part of that process. <br /> <br />Councilmember Kough spoke to the need to accomplish that <br />process on a Board and staff level prior to hiring an outside <br />consultant. <br /> <br />Ms. Bakeman noted that an outside consultant provided structure <br />for discussion in the context of legalities and different levels of <br />government involved; and kept discussions on the right path to <br />provide a correct structure. Ms. Bakeman further noted that there <br />was an entire new staff, and many new Commissioners and <br />Councilmembers since the Vista 2000 process. <br /> <br />Further discussion involving the process and individual Council <br />preference ensued. <br />
