<br />City Council Study Session - 01/23/06 <br />Minutes - Page 3 <br /> <br />Mayor Klausing thanked the school for their partnership <br />with the City and the success each made possible for the <br />other. <br /> <br />Councilmember Pust concurred with Dr. Thein's comments <br />about City staff; and advised that she planned to schedule <br />attendance at School Board meetings as often as her <br />schedule allowed in an effort to find first-hand ways the <br />two entities could work together for a common cause. <br /> <br />Dr. Thein noted that, surprisingly from prior demographic <br />predictions, student enrollment had increased; and noted <br />the diversity of the community with 51 different languages <br />spoken in the School District. <br /> <br />B. Douglas Root, 2468 N. HamIine Avenue <br />Mr. Root provided a written handout and summarized its <br />content by expressing, as their representative, the interest <br />of the Roseville Citizens League (RCL) in participating in a <br />Vista 2020 process. Mr. Root expressed the RCL's support <br />of long-range planning or visioning through an active <br />citizen-involved process, prior to an update of the City's <br />Comprehensive Plan. Mr. Root noted that the RCL already <br />had in place various subcommittees based on specific <br />interests in the community. <br /> <br />2. Discuss the City's Legislative Program for 2006 <br />City Manager Neal Beets advised Councilmembers that staff had <br />provided, as a sampling to spark discussion, some of the city-wide <br />legislative issues pending this year's session. Mr. Beets noted that <br />many of the issues had different ramifications and implications, <br />and staff sought a preferred approach and consensus from the City <br />Council and direction as to how best to proceed. <br /> <br />City's Legislative <br />Program for 2006 <br /> <br />2.a Bonding Bill Bonding Bill <br />City Manager Beets noted several items that the City may <br />wish to pursue in this year's bonding bill: funding for future <br />OVAL capital improvements; and funding for an <br />interconnection project linking the St. Paul Regional Water <br />Utility with the City of Minneapolis Water Utility for <br />emergency purposes. <br />
