<br />City Council Regular Meeting - 01/09/06 <br />Minutes - Page 19 <br /> <br />Anderson noted that the City Council could ignore that policy, <br />but the City Manager was following his obligation to bring it <br />before the City Council at this time. <br /> <br />Mayor Klausing questioned City Attorney Anderson as to the <br />consistency of Councilmember Maschka's motion with existing <br />City policy. <br /> <br />City Attorney Anderson opined that the motion on the floor was <br />absolutely consistent with existing City policy. <br /> <br />Councilmember Ihlan urged City Councilmembers to vote <br />against this motion, withholding voting on reappointment at <br />tonight's meeting. <br /> <br />City Attorney Anderson advised that under Procedure Statement <br />II of Resolution No. 10266, the City Council was required to <br />make a decision regarding reappointment before opening up the <br />process to advertising vacancies. <br /> <br />Councilmember Ihlan opined that the City Council needed to <br />review the policy again. <br /> <br />Councilmember Pust moved, Ihlan seconded, tabling action on <br />this item until the next regular business meeting of the City <br />Council scheduled for January 30, 2006. <br /> <br />Roll Call <br />Ayes: Pust; Maschka; Kough; Ihlan and Klausing. <br />Nays: None. <br /> <br />11. <br /> <br />Consider City Council Goal-Setting and Team-Building <br />Process and a Community Visioning Process <br />City Manager Beets reviewed past and various approaches for <br />strategic planning, team building and community outreach <br />utilized by the City Council. Staff sought direction from the City <br />Council for such processes at this time. <br /> <br />Councilmember Maschka spoke in support of utilizing team <br />building and work analyses with the idea of goal setting thus <br />leading to strategic planning and community goal setting. <br /> <br />City Council Goal- <br />Setting and Team- <br />Building Process <br />and a Community <br />Visioning Process <br />
