<br />City Council Regular Meeting - 06/14/04 <br />Minutes - Page 12 <br /> <br />responding affirmatively. <br /> <br />Mayor Klausing requested additional clarification related to <br />the roadway and easement for this particular property. <br /> <br />Mr. Paschke reviewed the specifics of the setback <br />requirements, dedicated rights-of-way and future possible <br />vacation of a portion of the easement not impacting <br />underground utilities. <br /> <br />Further discussion ensued regarding lot size requirements, <br />setbacks, street extensions and/or access possibilities. <br /> <br />Mayor Klausing opened the Public Hearing at 7:28 p.m. <br /> <br />Gary Tierney, 415 Wagner <br />Mr. Tierney sought clarification, which was provided by <br />staff, as to the number of lots legally available and zoning <br />for single-family housing. <br /> <br />George Cartwright, 1823 W estern Avenue <br />Mr. Cartwright expressed his appreciation for living in <br />Roseville and the quality of life. Mr. Cartwright <br />specifically expressed concern regarding potential increases <br />in the wetland area adjacent to that recently improved by <br />Ramsey County; suggesting consideration of a portion of <br />the land for a park or dedicated wetland. <br /> <br />Mayor Klausing requested that City Attorney Anderson <br />clarify the standard tests the City Council can apply to <br />consider whether to grant a Minor Subdivision to private <br />property . <br /> <br />City Attorney Anderson reviewed specific language and <br />provisions in the City's ordinance, and the authority of the <br />City Council in their role as a quasi-judicial review panel in <br />considering these standards in ordinance and code, as it <br />would be deemed appropriate by a court of law if <br />challenged. <br /> <br />Mr. Cartwright, staff and the City Council further discussed <br />
