<br />City Council Regular Meeting - 06/14/04 <br />Minutes - Page 13 <br /> <br />the delineated wetland area; restnctIOns granted and <br />enforceable by the City's shoreline ordinance; setback <br />requirements; and staff monitoring for compliance. <br /> <br />Further discussion ensued, led by Councilmember Ihlan, <br />regarding park dedication, fees in lieu of, and the merits of <br />discussions with Ramsey County and the property owner <br />related to a conservation easement negotiable for <br />preserving the portion adjacent to the Ramsey County <br />Open Space. <br /> <br />Ann Elias, 1823 Western <br />Ms. Elias addressed the nature of a portion of the property <br />as wetland; and expressed concern regarding access to the <br />wetland through Wagner; future home construction not in <br />keeping with the wildlife area; and noted other families in <br />attendance who shared her concerns. <br /> <br />Mr. Paschke reviewed the identification and type of <br />wetland boundary determining criteria used by staff <br />through this type of process and the minimal impacts future <br />construction of a home would create to the wetland due to <br />the required setbacks. <br /> <br />Mac Mate, W estern Avenue <br />Mr. Mate sought clarification, which was provided by staff, <br />of the easement right-of-way and location of utilities within <br />the easement.
