<br />City Council Regular Meeting - 06/14/04 <br />Minutes - Page 14 <br /> <br />Councilmember Ihlan also expressed her concern about the <br />wetland area and conditions that could be available for <br />dedication of a portion of the land for Open Space. <br /> <br />Discussion ensued regarding the property's adjacent <br />location to Ramsey County Open Space; and future <br />consideration by the Parks and Recreation Commission for <br />a possible conservation easement. <br /> <br />City Attorney Anderson was consulted and responded <br />related to the discretion of the City Council could <br />implement in this situation. <br /> <br />Further discussion ensued regarding maintenance of the <br />wetland area; environmental issues; the topographical <br />nature of the land; Parks and Recreation Commission <br />policy of avoiding outlot parcels; limited options available <br />to the property owner given codes, ordinances and required <br />setbacks; and potential for enforcement. <br /> <br />Councilmember Ihlan reiterated her concern that the City <br />Council devote time at a future meeting to discuss the <br />City's zoning and subdivision ordinances related to the <br />overall neighborhood character. <br /> <br />Mayor Klausing recommended that staff include this on a <br />future Work Session agenda in conjunction with housing <br />issues; registration of rentals; and design standards, along <br />with comparisons to other communities for best practices. <br />Councilmembers concurred. <br /> <br />Maschka moved, Schroeder seconded, approval of the <br />request by Mark Petersen for a two lot minor subdivision of <br />property located at 386 Wagner Street, subject to the <br />findings and conditions listed in Section 3.1 through 3.6 of <br />the Report for Council Action dated June 14, 2004. <br /> <br />Roll Call <br />Ayes: Schroeder, Maschka, Ihlan, Kough and Klausing. <br />Nays: None. <br />
