City Council Regular Meeting - 06/14/04
Minutes - Page 24

Bob Henry, 1485 Transit Avenue (south of proposed new
Tract A)
Mr. Henry spoke in opposition to Mr. Trudeau's request, noting
the reasons listed by Mr. Trudeau, with the possible exception of
economic issues, were not sufficient to justify the request, and he
concurred with the Planning Commission's recommendation for
denial. Mr. Henry noted that other neighbors, previously in
attendance at tonight's meeting and also in opposition, had left
the meeting due to the lateness of the hour and health concerns.

Mayor Klausing closed the public comments at 10:25 p.m.

Councilmember Maschka clarified square footage issues with
staff.

Councilmember Ihlan reiterated her concerns for overall
planning and policy considerations with an apparent influx of
proposals to subdivide property. Councilmember Ihlan reviewed
her interest in preserving the character of neighborhoods with
larger lots; and spoke in opposition to granting this variance
request due to the inconsistency with surrounding homes.

Councilmember Maschka recognized the applicant's desire
regarding maintenance of the large lot; but opined his opposition
to granting a variance for a lot less than 1100 square feet, given
the nature of the neighborhood.

Kough moved approval of a variance to Section 1004.016 of the
Roseville City Code for a Minor Subdivision for property located
at 2485 Pascal Street. The Chair ruled the motion failed for lack
of a second.

Maschka moved, Ihlan seconded, adoption of Resolution No.
10225 entitled, "A Resolution Denying a Variance to Section
1004.016 of the Roseville City Code; and Denial of a Minor
Subdivision for Property located at 2485 Pascal Street (PF
3571);" based on the following findings:
1) No hardship can be concluded to necessitate the granting
of a variance;
2) The proposed parcel design creates two substandard
residential parcels;
