City Council Study Session - 07/19/04
Minutes - Page 8

Councilmember Schroeder advised that he had requested
discussion on the proposed project, as the construction and
engineering costs did not calculate correctly on the draft
agreement provided in the Council packet, and he sought
clarification from staff as to actual costs.

Public Works Director Duane Schwartz noted that the forty
percent (40%) was an estimate at this time until final
construction costs were completed, at which time further
review would assign the actual cost to the School District
for their portion of the cost share.

Councilmember Schroeder requested that the proposed
agreement, specifically Items 2, 3, 4 and 5, be better
defined in the agreement so both parties were clear as to the
cost share and future maintenance and replacement
responsibilities.

Mr. Schwartz noted that the costs were reflected up to the
edge of the School's property line, and that the main line
was the responsibility, for maintenance and replacement, of
the City.

John Goedeke, 2674 Virginia Avenue
Mr. Goedeke noted, for historical reference, that when the
original building was constructed at the HANC, there was a
drainage issue; further impacted by housing built adjacent
to the HANC, allowing for only minor corrections to be
provided.

Councilmember Schroeder noted that he was not against
the project, but was simply requesting that the agreement
outline a fair project cost-share to both parties.

Maschka moved, Kough seconded, approval of an
agreement between the City of Roseville and the
Independent School District 623 for the Harriet Alexander
Nature Center and Central Park Elementary School Storm
Sewer construction proj ect; and authorized the Mayor and
City Manager to execute the documents.
