<br />City Council Regular Meeting - 07/26/04 <br />Minutes - Page 11 <br /> <br />Permit became permanent, noting the need to inform the <br />applicant that continuing the Interim Use Permit <br />applications, for approximately three years to-date, could <br />not be defined as "temporary" or "interim." <br /> <br />City Planner Thomas Paschke noted that, in defense of <br />Family Academy (applicant), they were having difficulty in <br />finding permanent space in Roseville, but were continuing <br />their diligent search. Mr. Paschke noted that whenever the <br />Planning Commission, staff or the City Council determined <br />that the modular classrooms were not working on the site, <br />the applicant could receive appropriate notice. <br /> <br />Councilmember Maschka observed that, on school days, <br />traffic was starting to stack on Hamline Avenue; and <br />expressed concern that a traffic plan needed to be reviewed <br />for that area. <br /> <br />Mr. Paschke noted that the applicant was aware of this <br />concern, and were adjusting their school schedule to <br />address some of the major concerns regarding traffic <br />congestion. Mr. Paschke concurred that the traffic plan <br />needed to be monitored and addressed as applicable. <br /> <br />Councilmember Kough opined his support of the school <br />and their expansions, and expressed pride in their intent. <br /> <br />[9.0] Kough moved, Schroeder seconded, adoption of <br />Resolution No. 10232 entitled, "A Resolution Approving <br />an interim Use Permit (Expansion and Renewal) for Family <br />Academy Charter School, 3000 Hamline Avenue (PF <br />3584)." <br /> <br />Councilmember Ihlan addressed Condition 9 identified on <br />the proposed resolution (identified as Item 'I" on the staff <br />report dated July 26, 2004, "Should 2005 student <br />population exceed 50 new students, a sanitary sewer and <br />water connection must be provided to the 'new' modular <br />classroom building;" and questioned the procedure for <br />monitoring that condition. <br />
