<br />City Council Regular Meeting - 07/26/04 <br />Minutes - Page 12 <br /> <br />Mr. Paschke noted that it would be mostly a good faith <br />issue of the applicant; but further noted that constant <br />monitoring of the process would be continued by staff. Mr. <br />Paschke noted that the building was already connected to <br />the City's water and sewer system, with additional facilities <br />located in the church and school buildings respectively. <br />Mr. Paschke identified the City's building code as the <br />trigger mechanism for the number of students enrolled. <br /> <br />The makers of the original motion concurred with <br />Councilmember Ihlan' s suggested slight language <br />modification of Condition 9: "Family Academy contacting <br />the City when the 2005 student population exceeds 50 new <br />students. The increase triggers a sanitary sewer and water <br />connection that must be provided to the "new" modular <br />classroom building," and Mayor Klausing called the <br />motion, as amended. <br />Roll Call <br />Ayes: Ihlan, Kough, Maschka, Schroeder and Klausing. <br />Nays: None. <br /> <br />4.d <br /> <br />Approve a Traffic Control Signal Plan (Stop Signs) for <br />the Applewood Pointe Development at Arona and <br />Terrace (Consent Agenda Item 3.j) <br />City Manager Beets noted that the proposed traffic control <br />plan for Applewood Pointe should prove non-controversial, <br />with the exception of Item 2: Activity Center/Centennial <br />Drive stop sign. Mr. Beets noted that when the Roseville <br />Activity Center was originally opened at the former Ralph <br />Reeder School, the center's parking lot had a stop sign at <br />the intersection of Centennial Drive, stopping northbound <br />traffic before exiting onto the public street. With the <br />construction of the Arona Street extension, and in the <br />interest of establishing a safe intersection, the intersection <br />warrant analysis performed, indications were to remove the <br />Arona Street stop sign and install a stop sign at the west <br />end of Centennial Drive. Mr. Beets noted that the 10 <br />homes on the Centennial Drive cul-de-sac would be most <br />impacted.
