<br />City Council Regular Meeting - 07/26/04 <br />Minutes - Page 14 <br /> <br />noise from stop sign installation; and recommended <br />receiving public comment prior to implementation of the <br />traffic plan. <br /> <br />Councilmember Schroeder expressed concern regarding <br />public safety, which would ultimately affect more than just <br />those in the neighborhood, and reiterated his <br />recommendation to follow the proposed standard rules and <br />procedures, with installation of a stop sign on Centennial <br />Drive. <br /> <br />Mayor Klausing recognized members of the audience for <br />public comment. <br /> <br />John Kysylyczyn, 3083 Victoria Street N (speaking to <br />Consent Agenda item 3.j) <br />Mr. Kysylyczyn spoke in support of the warrant analysis <br />system used across the state of Minnesota, recommending <br />that the Council abide by the Uniform Traffic Control <br />Manual and those with more expertise than them; and send <br />a letter of explanation to those 10 - 12 houses affected. <br /> <br />Mayor Klausing recommended approval of the plan as <br />presented, with staff providing explanation to those <br />residents on Centennial Drive; and suggesting they contact <br />City Councilmembers or staff directly if they have any <br />concerns. <br /> <br />Maschka moved, Schroeder seconded, approval of the <br />traffic control plan for Applewood Pointe as outlined on the <br />Request for Council Action dated July 26, 2004; and direct <br />staff to proceed to open up the streets in this development <br />for thru traffic. <br /> <br />Councilmember Ihlan recommended adoption of the traffic <br />control plan in accordance with the warrant control study; <br />and that notice be provided to all residents within the <br />boundaries of the Applewood Point development, including <br />the new residents of Applewood Pointe and residents along <br />County Road C-2 as a courtesy. <br />
