<br />City Council Regular Meeting - 07/26/04 <br />Minutes - Page 15 <br /> <br />Further discussion ensued regarding whether or not <br />notification should be provided, and whom that notification <br />should include. <br /> <br />City Engineer Debra Bloom recommended that staff <br />provide notice to the residents along Centennial Drive; and <br />send a copy of the notice to the Applewood Pointe building <br />owner and architect, requesting that a copy of the letter be <br />included to new residents in their welcome packets. <br /> <br />Councilmember Kough opined that, as elected officials, it <br />was the City Council's responsibility to provide notice to <br />citizens of intent prior to initiation. <br /> <br />Councilmember Schroeder opined that, since traffic on <br />County Road C-2 didn't currently stop, it was not impacted <br />by the proposed plan; and further opined his support of <br />notifying the residents on Centennial Drive as a courtesy, <br />but adhering to the warrant analysis as presented. <br />Councilmember Schroeder noted that those moving into <br />Applewood Pointe had no prior knowledge of traffic <br />patterns, and therefore, would not be impacted by changes. <br /> <br />Mayor Klausing recommended an amendment to the <br />original motion in consideration of the preceding <br />discussion. <br /> <br />Kough moved an amendment to the original motion to table <br />action on the Centennial Drive stop sign to a future agenda, <br />pending notification of the approximate 10 parcels on <br />Centennial Drive of the Council's intent related to stop <br />signs. The motion failed for lack of a second. <br /> <br />Maschka moved, Schroeder seconded, an amendment to <br />their original motion, approval of the traffic control plan <br />for Applewood Pointe, as presented, opening up the streets <br />in the development for thru traffic; with staff directed to <br />notify residents on Centennial Drive of this action and <br />rationale as based on the traffic control plan and warrant <br />analysis recently completed. <br />
