City Council Regular Meeting - 07/26/04 Minutes - Page 15 Further discussion ensued regarding whether or not notification should be provided, and whom that notification should include. City Engineer Debra Bloom recommended that staff provide notice to the residents along Centennial Drive; and send a copy of the notice to the Applewood Pointe building owner and architect, requesting that a copy of the letter be included to new residents in their welcome packets. Councilmember Kough opined that, as elected officials, it was the City Council's responsibility to provide notice to citizens of intent prior to initiation. Councilmember Schroeder opined that, since traffic on County Road C-2 didn't currently stop, it was not impacted by the proposed plan; and further opined his support of notifying the residents on Centennial Drive as a courtesy, but adhering to the warrant analysis as presented. Councilmember Schroeder noted that those moving into Applewood Pointe had no prior knowledge of traffic patterns, and therefore, would not be impacted by changes. Mayor Klausing recommended an amendment to the original motion in consideration of the preceding discussion. Kough moved an amendment to the original motion to table action on the Centennial Drive stop sign to a future agenda, pending notification of the approximate 10 parcels on Centennial Drive of the Council's intent related to stop signs. The motion failed for lack of a second. Maschka moved, Schroeder seconded, an amendment to their original motion, approval of the traffic control plan for Applewood Pointe, as presented, opening up the streets in the development for thru traffic; with staff directed to notify residents on Centennial Drive of this action and rationale as based on the traffic control plan and warrant analysis recently completed.
