Rod Ellison, 2597 Cleveland, Re-Zoning and Conditional Use Permit (PF 3582) City Planner Thomas Paschke provided a summary of the applicant's request to redevelop the property located at 2597 Cleveland Avenue for use as a multi-use office building. Mr. Paschke noted that, based on Planning Commission review and questions at the Public Hearing, no concerns were identified. Mr. Paschke further noted that rezoning the parcel from a B-4 to a B-3 was more consistent with uses supported by the applicant and would better utilize the property. Mr. Paschke reviewed the intended reduction of setbacks, shifting of the building, and additional parking achieved. Discussion between Mr. Paschke and Councilmembers included use consistency of the proposed rezoning; parcel-specific business designations as identified in the City's Comprehensive Plan; zoning of other parcels in close proximity of this parcel; additional parking achieved with revised design; expansion of impervious surface and the watershed district approval process related to design plans; and the property owner bearing the cost for any potential resizing required of the sewer utility. The applicant was in attendance, but the Council had no questions of Mr. Ellison. There was no public comment. City Attorney Anderson confirmed the wording of the proposed motion to hold a first and second reading of the ordinance. [8.1] Maschka moved, Kough seconded, holding first and second reading of Ordinance No. 1308 entitled, "An Ordinance Amending Title 10 of the City Code, Changing the Zoning Map Recognitions, Donations, Communications Ordinance 1308 Resolution 10233 Rod Ellison 2597 Cleveland Re-Zoning and Conditional Use Permit (PF 3582)
