<br />City Council Regular Meeting - 07/26/04 <br />Minutes - Page 19 <br /> <br />accomplishing reduced off-street parking with this application, <br />but requested that the applicant voluntarily preserve as much <br />green space as possible, until the Council implemented other <br />mechanisms. <br /> <br />Mayor Klausing invited representatives of the applicant to speak. <br /> <br />Pastor Pete Drake, Lead Pastor of Real Life Church <br />(applicant) <br />Pastor Drake noted that the congregation remained viable and <br />consistent, and was founded in 1956 as the former Roseville <br />Assembly of God. Pastor Drake further noted, that because of <br />the congregation's continued growth, there was a need to <br />expand. Pastor Drake concurred with comments of <br />Councilmembers related to preserve as much green space as <br />possible, while complying with requirements for the holding <br />pond, necessitating removal of the trees. <br /> <br />Dennis Batty, Batty & Associates, Church's Architect <br />Mr. Batty reviewed the proposed plans for a 408-seat facility, <br />with the required 117 parking spaces, noting that the site plan <br />showed 126 places; however, noting that it was not the church's <br />intention to build the additional stalls at this time. Mr. Batty <br />advised that the applicant was just viewing the traffic study at <br />tonight's meeting, since it was not available at the time of the <br />Planning Commission, and that he, nor the applicant, had had <br />time to respond to the report yet. Mr. Batty foresaw no problems <br />with the recommendations of the traffic consultant, and would <br />be willing to modify the plan to eliminate an additional six (6) <br />stalls, which would still provide three (3) additional stalls over <br />the ordinance requirements. Mr. Batty further recognized the <br />difficulties of the site, and concerns of the neighborhood that had <br />looked upon the property as their "backyard," and assured all <br />parties that as many trees as possible would be preserved, with <br />only those removed in the lowest point of the site to <br />accommodate the holding pond. <br /> <br />Discussion ensued regarding water quality requirements and <br />criteria for the stormwater pond; landscape design of the pond <br />and surrounding area, with trees retained around the south and <br />west side of the pond area; safety concerns and fencing <br />
