<br />City Council Regular Meeting - 07/26/04 <br />Minutes - Page 20 <br /> <br />requirements and aesthetics; and types of trees being removed <br />(Evergreen varieties). <br /> <br />Councilmember Schroeder encouraged the applicant to look at <br />the watershed district's guidelines related to safety devices and <br />sloping of ledges, allowing staff and engineers to make those <br />decisions based on their experience and expertise. <br /> <br />Mr. Batty noted that the plan would provide for berming and <br />boulevard trees replaced along Grandview. <br /> <br />Mayor Klausing called for public comment. <br /> <br />Rose Masanz, 1007 Grandview Ave. W <br />Ms. Montsans spoke in support of on-street parking, and <br />reducing the size of the parking lot, noting that other <br />communities had parking requirements on a 5/1 ration, rather <br />than three and one-half to one as Roseville did; and encouraged <br />Council consideration of revising that ratio. Ms. Montsans <br />encouraged Councilmembers to follow recommendations of the <br />Planning Commission in requiring the applicant to return if <br />additional parking spaces are needed, rather than the applicant <br />adding more impervious surface at this time in a cost-saving <br />consideration. <br /> <br />[8.0] Maschka moved, Schroeder seconded, adoption of <br />Resolution No. 10234 entitled, "A Resolution Approving a <br />Conditional Use Permit for Real Life Church, 2353 Chatsworth <br />Avenue (PF 35583); with conditions as outlined in Request for <br />Council Action dated July 26, 2004," and specifically noting the <br />elimination of the 18 proposed parking places on the south side <br />of the building. <br /> <br />Mayor Klausing spoke in support of the motion; and expressed <br />his willingness to hold future discussions on parking lot <br />requirements and the differing opinions of the community; <br />recognizing that some residents supported banning all overnight <br />parking on streets. <br /> <br />Councilmember Ihlan reiterated her desire to revisit the City's <br />parking lot ordinance in an effort to limit the size of parking lots; <br />
