<br />City Council Regular Meeting - 07/26/04 <br />Minutes - Page 21 <br /> <br />and supported on-street parking, particularly when a facility is <br />only used one or two days each week. <br /> <br />Councilmember Schroeder spoke in support of future discussions <br />on parking lots and engineering techniques, noting that there <br />were new technologies that provided impervious-type material <br />that could be utilized as part of the site's treatment pond. <br /> <br />City Manager Beets was directed to provide agenda discussion <br />prior to year-end to discuss the City's current off-site parking <br />requirements and standards as discussed at tonight's meeting. <br /> <br />Roll Call <br />Ayes: Ihlan, Kough, Maschka, Schroeder and Klausing. <br />Nays: None. <br /> <br />8. <br /> <br />Consider Adopting the McCarron's Neighborhood Master <br />Plan Study 2004 (HF8) as an Amendment to the City's <br />Comprehensive Plan (PF 3578) <br />Community Development Director Dennis Welsch reviewed the <br />history of this request for approval of an amendment to the <br />Comprehensive Land Use Plan for the approximate 135 acre <br />McCarron's Neighborhood Master Plan. Mr. Welsch noted that <br />meetings had been held since 2003 with the Neighborhood Task <br />Force and Stakeholders; the Roseville Housing & <br />Redevelopment Authority (HRA); preliminary review by the <br />Planning Commission; and a Public Hearing held by the <br />Planning Commission bringing us to tonight's requested City <br />Council action. <br /> <br />Mr. Welsch reviewed the proposed demolition of an old and <br />substandard structure on the site, provision for additional <br />housing and improvements, and development of a three-phase <br />plan for the site. Mr. Welsch noted that the plan does not change <br />any mapped land use designations, but provides detail on the <br />types of uses and timing for each use for future use, creating <br />more flexibility in the plan.
