<br />City Council Regular Meeting - 07/26/04 <br />Minutes - Page 22 <br /> <br />for the City of Roseville to coordinate a "Rice Street Plan" with <br />other affected communities. <br /> <br />Mr. Welsch noted the unique assets and continued planning <br />process and advantages for the residents and overall community; <br />and the cooperative and favorable nature of the discussions <br />among Mr. Guptil, the Church, representatives of the Armory, <br />and representatives of the neighborhood. Mr. Welsch reviewed <br />the history of code enforcement issues with the property; and <br />noted that Mr. Guptil was currently preparing a Planned Unit <br />Development (PUD) for the site. Mr. Welsch further noted that <br />discussions were taking place for a shared parking area between <br />the church and the developer. <br /> <br />Mr. Welsch observed that the planned phasing of the area will <br />serve to revitalize the long-term development plan for the <br />corridor. <br /> <br />Discussion included specifics of Mr. Guptil's proposal for <br />condominium and town home units; shared cooperation and the <br />church's support of an area-wide planning process; and impact of <br />three-story town homes. <br /> <br />Councilmember Ihlan opined her desire to delay action for <br />further review and consideration, as well as discussions with <br />neighborhood representatives. <br /> <br />Councilmember Schroeder opined his support of taking action <br />tonight. <br /> <br />Mr . Welsch advised that a Concept Plan was anticipated before <br />the Planning Commission in September, followed by <br />presentation to the City Council, with presentation of the Planned <br />Unit Development proposal approximately 30 days later, <br />depending upon the Council's agenda schedule. <br /> <br />Mayor Klausing opined his inclination to support the Plan <br />Amendment. <br /> <br />Mayor Klausing opened the discussion for public comment. <br />
