<br />City Council Regular Meeting - 07/26/04 <br />Minutes - Page 23 <br /> <br />Jerome Wagner, Neighborhood Resident <br />Mr . Wagner discussed the need to recharge McCarron's Lake <br />and implications of impervious surface modifications. Mr. <br />Wagner further discussed the groundwater filtering and nature of <br />natural aquifers. <br /> <br />Mr. Wagner noted the great cooperative nature of the discussions <br />in the neighborhood to-date among all parties; and commended <br />the City Council for their environmental concerns. Mr. Wagner <br />concluded by encouraging the Council not to increase <br />impervious surfaces beyond what is absolutely necessary. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn commented on the process, and encouraged the <br />City Council to proceed tonight with the requested action for <br />amendment approval. Mr. Kysylyczyn opined that the Council <br />previously delegated authority to the HRA last year to review the <br />issue and report back to the City Council, rather than the City <br />Council performing the review. Mr. Kysylyczyn noted that the <br />HRA had requested to meet with the City Council several times, <br />but the City Council has not responded to their request. Mr. <br />Kysylyczyn further opined that the materials had been provided <br />to the City Council with sufficient time for their review prior to <br />tonight's meeting. Mr. Kysylyczyn noted that property owners <br />had been included, as well as the neighborhood association, the <br />National Guard, the Water District, as well as a Public Hearing <br />held by the Planning Commission, allowing sufficient time for <br />public input. <br /> <br />Councilmember Ihlan reiterated her request for additional time to <br />review and reflect on the information provided, and an <br />opportunity to discuss the amendment with those who <br />participated in the process. <br /> <br />Councilmember Maschka questioned the neighborhood's <br />preference for senior housing. <br /> <br />Mr. Welsch noted that the neighborhood had requested senior <br />housing wi thin the neighborhood; further noting that this was a <br />private sector development and at this time, no public assistance <br />had been requested. <br />
