<br />City Council Study Session - 08/16/04 <br />Minutes - Page 17 <br /> <br />Public Works Director Schwartz responded that supplemental <br />contracting was used only during the spring season to assist in- <br />house sweeping to ensure that the street sand doesn't get into <br />area lakes and ponds and detrimentally impact them. <br /> <br />Councilmember Ihlan questioned whether reductions in full-time <br />City employees would impact, and ultimately increase, the <br />department's need for contract workers during peak times. <br /> <br />Public Works Director Schwartz responded affim1atively, <br />particularly as it relates to pathway maintenance and the <br />partnership between the City's Inaintenance staff and contracted <br /> <br />. . <br />paVIng companIes. <br /> <br />Councilmember Ihlan qualified her observation further by <br />questioning whether such staff reductions could actually create <br />other costs; with Public Works Director Schwartz responding <br />affirmatively. <br /> <br />Councilmember Schroeder questioned the seasons the streets <br />were swept. <br /> <br />Public Works Director Schwartz responded that they were <br />currently swept in the spring, and again in late summer/early fall, <br />with miscellaneous sweeping done throughout the summer <br />n10nths as indicated. <br /> <br />Councilmember Schroeder addressed, from his perspective in the <br />public works field, the best n1anagement practices being utilized <br />by the City's Public Works Department and their relationship to <br />the National Pollutant Discharge Elimination System (NPDES) <br />mandates. <br /> <br />Councilmember Schroeder further noted future consideration to <br />increased sweeping requirements in hilly areas around wetland <br />areas, and increased costs for n10re efficient and sophisticated <br />equipment.
