City Council Study Session - 08/16/04 Minutes - Page 17 Public Works Director Schwartz responded that supplemental contracting was used only during the spring season to assist in- house sweeping to ensure that the street sand doesn't get into area lakes and ponds and detrimentally impact them. Councilmember Ihlan questioned whether reductions in full-time City employees would impact, and ultimately increase, the department's need for contract workers during peak times. Public Works Director Schwartz responded affim1atively, particularly as it relates to pathway maintenance and the partnership between the City's Inaintenance staff and contracted . . paVIng companIes. Councilmember Ihlan qualified her observation further by questioning whether such staff reductions could actually create other costs; with Public Works Director Schwartz responding affirmatively. Councilmember Schroeder questioned the seasons the streets were swept. Public Works Director Schwartz responded that they were currently swept in the spring, and again in late summer/early fall, with miscellaneous sweeping done throughout the summer n10nths as indicated. Councilmember Schroeder addressed, from his perspective in the public works field, the best n1anagement practices being utilized by the City's Public Works Department and their relationship to the National Pollutant Discharge Elimination System (NPDES) mandates. Councilmember Schroeder further noted future consideration to increased sweeping requirements in hilly areas around wetland areas, and increased costs for n10re efficient and sophisticated equipment.
