<br />City Council Regular Meeting - 08/23/04 <br />Minutes - Page 30 <br /> <br />less than a quorum of each body present, there was no <br />formal meeting notice required. <br /> <br />Further discussion included levy requests and process; <br />the two 2005 budget options presented for the HRA <br />levy; definition of programs and policy and how those <br />would be impacted by a reduction in building permit <br />revenues; allocation of funds to the HRA and format <br />to follow; HRA levy structure and how it is allocated <br />to property owners in the City of Roseville; lifting of <br />levy limits by the State of Minnesota for 2005; HRA <br />levy outside limit authority and benefits to <br />homeowners; fiscal disparities considerations; and the <br />mechanics of property tax levies and impacts to <br />industrial or residential properties. <br /> <br />Finance Director Miller offered to further research <br />several fiscal disparities questions and comments and <br />bring that information to the September 13, 2004 <br />meeting. <br /> <br />Councilmember Schroeder opined that the HRA is a <br />good resource, and has already performed substantial <br />work that will help the City Council develop their <br />goals; and with continuing communication and <br />collaboration, the HRA could serve as a vital resource <br />in achieving the City's goals. Councilmember <br />Schroeder opined his support of staff being involved <br />in the conversations between Council and HRA <br />representatives for their perspective and expertise. <br /> <br />It was the consensus of the Council that staff be <br />included in the initial sub-group discussions of the <br />HRA and Council (i.e., Dennis Welsch and Cathy <br />Bennett) . <br /> <br />City Manager Beets sought clarification as to whether <br />there was specific directive to the HRA and/or staff <br />related to providing additional information (i.e., <br />enhanced housing code or rental licensing <br />information) and whether staff should prepare a draft <br />
