<br />City Council Regular Meeting - 01/30/06 <br />Minutes - Page 21 <br /> <br />part of the City Code, not by reference to the IPMC. <br /> <br />Discussion included acquisition of a license for incorporation of <br />the IPMC into City Code; and the Council's consensus that the <br />document be incorporated into City Code, not as a stand-alone <br />document to allow the public greater and easier access. <br /> <br />Roll Call <br />Ayes: Pust; Maschka; Ihlan and Klausing. <br />Nays: None. <br /> <br />Ihlan moved to adopt only Chapters 2-7 of the IMPC, after <br />additional public hearing at the HRA or Council to review and <br />consider possible amendments to the specific maintenance <br />standards of those chapters; delete and do not adopt Chapter 1 <br />(Administration); and leave existing administration and <br />enforcement ordinances and policies in place. Mayor Klausing <br />declared the motion failed for lack of a second. <br /> <br />Discussion included specific sections and provisions eliminating <br />creation of a new department; broad inspection for all properties; <br />nature and restrictions for administrative warrant processes and <br />entry; implications and comparisons to rental licensing <br />provisions; Fourth Amendment restrictions; community <br />perception and confusion regarding right of entry for property <br />inspections; when life safety issues were identified and process <br />for working with occupant and/or property owner; and an <br />example Mr. Welsch gave of an existing problem home in <br />Roseville. <br /> <br />Motion #3 <br />Ihlan moved adoption of only Chapters 2-7 of the IMPC, after <br />additional public hearing at the HRA or Council to review and <br />consider possible amendments to the specific maintenance <br />standards of those chapters; delete and do not adopt Chapter 1 <br />(Administration); and leave existing administration and <br />enforcement ordinances and policies in place.
