<br />City Council Regular Meeting - 01/30/06 <br />Minutes - Page 24 <br /> <br />Mr. Kysylyczyn had numerous questions related to the cost for <br />adoption and future amendments; prospective location of the <br />document on the City's website and how it would be identified; <br />the enactment process; occupancy requirements and potential <br />targeting of Somali or Southeast Asian populations. <br /> <br />Mayor Klausing took offense at Mr. Kysylyczyn's inferences <br />that the Council was "targeting" specific nationalities and, for the <br />record, emphatically denied and dissuaded Mr. Kysylyczyn's <br />attempted intent to create such a perception. <br /> <br />Further comment by Mr. Kysylyczyn included Truth in Housing <br />provisions; and questioned the educational and training <br />requirements for staff charged with the responsibility for <br />enforcing the code and issuing administrative warrants. <br /> <br />Flecess Flecess <br />Mayor Klausing recessed the meeting at 8:45 p.m. and <br />reconvened at 8:52 p.m. <br /> <br />Orillinal Motion as Amended <br />Maschka moved, Pust seconded, enactment of Ordinance No. <br />1332 entitled, "An Ordinance Relating to Property Maintenance; <br />Amending the Code of Ordinances of the City of Roseville by <br />Adopting Within Title 9, Section 906, the International Property <br />Maintenance Code (IPMC), 2003 Edition and Amendments <br />Thereto;" and as further amended at tonight's meeting and as <br />outlined in previous Council action. <br /> <br />Councilmember Ihlan spoke in opposition to the motion; <br />expressed her concern that adoption of the IPMC was too broad, <br />increased property owner responsibility and went further than <br />necessary. Councilmember Ihlan again expressed her preference <br />for the Shoreview Property Maintenance Code; and noted that <br />the IPMC didn't address parking regulations that were a <br />continuing problem in Roseville. <br /> <br />Mayor Klausing spoke in support of the motion; as amended and <br />refined; and opined that it was a good piece of legislation. <br />Mayor Klausing clarified that, in his previous comments, he was <br />not advocating an "adopt and fix later" mentality, but opined that <br />
