<br />City Council Regular Meeting - 01/30/06 <br />Minutes - Page 26 <br /> <br />and desire to "not waste a dime of your money" statements; # 13 <br />(Neu & Company) due to the comprehensive content of the <br />proposal and attachments; and # 14 (Barbara Raye, Center for <br />Policy Planning and Performance) as her first choice for the <br />standardized tools utilized in her proposal and her approach to <br />the Community Visioning process and involvement of each <br />Councilmember as elected officials. Councilmember Pust <br />recommended that discussion focus on those three firms at this <br />time. <br /> <br />Councilmember Maschka concurred with Councilmember Pust <br />and expressed his preference for interviewing those three firms. <br />Councilmember Maschka noted his previous and favorable <br />experiences in working with Carl N eu, and expressed <br />complimentary comments for the other two proposals as <br />identified. <br /> <br />Councilmember Ihlan expressed her personal desire to draw a <br />"bright line between team building and work style analysis <br />versus community visioning and strategic planning; opining that <br />team building was not an appropriate use of public funds and <br />was not connected with public policy work. Councilmember <br />Ihlan questioned whether this would ultimately be helpful in <br />making the City Council more functional and encouraged debate <br />and difference of opinion as part of the process, in the context of <br />mutual respect and hard work. Councilmember Ihlan further <br />opined her preference for immediate initiation of city priority <br />goal setting and strategic planning. <br /> <br />Mayor Klausing concurred with Councilmember Ihlan's <br />interpretation of the City Council, as elected officials, <br />representing the people, but questioned how that would be <br />inconsistent with teambuilding and the common goal to position <br />the community for the future and make the community better; <br />and opined the need to disagree in a way that would still further <br />policy discussions and makes the body more efficient. <br /> <br />Councilmember Ihlan noted that three Councilmembers had been <br />elected or re-elected; and that the additional Councilmember and <br />Mayor seats would be up this coming year; and it would be more <br />appropriate to wait until after the election to develop team <br />
