<br />City Council Regular Meeting - 01/30/06 <br />Minutes - Page 8 <br /> <br />costs. Ms. Bloom addressed drainage issues, mailbox relocations <br />and estimated the total project cost at $1,131,996.54, with <br />Ramsey County participation at $175,000; and street and <br />sidewalk costs split 50/50 between the Cities of Roseville and <br />Falcon Heights; with utility costs paid by each respective City <br />and assessments based on each individual city's Assessment <br />Policy. Ms. Bloom noted that the proposed assessment rate <br />would be similar to that on the South Owasso Boulevard project <br />and would also be closer to the Falcon Heights assessment rate <br />and across city boundaries. <br /> <br />At Mayor Klausing's request, Ms. Bloom reviewed the project <br />cost breakdown and funding (via Minnesota State Aid, Ramsey <br />County, assessments and utility Enterprise Funds) participation. <br />Ms. Bloom reviewed the assessment deferral process available as <br />applicable; and the projected work plan/schedule with <br />construction anticipated in May of 2006 and completion <br />anticipated in August of 2006 prior to the State Fair. <br /> <br />At Councilmember Ihlan' s request for the responsible party for <br />maintaining the daylilies, Ms. Bloom advised that the City of <br />Falcon Heights had committed to their maintenance, in addition <br />to snow removal from the pathway. <br /> <br />Mayor Klausing opened (continued) and closed the Public <br />Hearing at 6:35 p.m. with no one appearing for or against. <br /> <br />Maschka moved, Ihlan seconded, adoption of Resolution No. <br />10371 entitled, "Resolution Approving Plans and Specifications <br />and Ordering Advertisement for Bids for Roselawn Avenue <br />Reconstruction. " <br /> <br />Roll Call <br />Ayes: Pust; Maschka; Ihlan and Klausing. <br />Nays: None. <br /> <br />Maschka moved, Ihlan seconded, adoption of Resolution No. <br />10372 entitled, "Resolution Ordering the Reconstruction of <br />Roselawn Avenue." <br /> <br />Roll Call <br />Ayes: Pust; Maschka; Ihlan and Klausing. <br />Nays: None. <br />
