<br />City Council Special Study Session - 09/09/04 <br />Minutes - Page 10 <br /> <br />possibilities. <br /> <br />Mayor Klausing updated the City Council on the recent <br />subcon1n1ittee-Ievel Ineeting held following the recent Housing <br />Sun1mi t. Mayor Klausing noted that he, Councilmember Ihlan, <br />HRA Chair Bill Majerus and two other representatives of the <br />HRA, Community Development Director Dennis Welsch, HRA <br />Executive Director Cathy Bennett, and City Manager Beets had <br />met to continue the discussions initiated at the Housing Summit. <br />Mayor I<lausing noted that a portion of the discussion included <br />how the HRA and City Council could work more cooperatively <br />and improve communication. <br /> <br />Mayor I<lausing noted that the outcome was for potential <br />involven1ent of a Council representative to sit on the HRA Board <br />as Liaison, possibly on a rotating basis, or with an Interim <br />Liaison position. IvIayor Klausing advised that further discussion <br />would be held on the recommendations. <br /> <br />Mayor Klausing reviewed some structure issues as to whether <br />the HRA ren1ained independent or as part of the Community <br />Developlnent Department (i.e., economic development issues; <br />and scoring with Metropolitan Council Livable Communities <br />grant funds and ranking). <br /> <br />Further discussion ensued regarding the proposed full or half <br />HRA Levy and Council preferences. Discussion included the <br />HRA structure and accountability; legal structure of HRA; <br />Council policy decisions related to the HRA; housing <br />inspections; rental unit licensing and inspections; and future <br />housing trends in the City. <br /> <br />Counciln1ember Maschka supported funding the HRA levy at <br />less than the proposed half levy as recommended; opining that <br />further research needed to be completed to determine housing <br />inspections and licensing information. Councilmember Maschka <br />reconm1ended researching information from the City of <br />Bloon1ington and their recent experiences in implementation of <br />similar programs. Councilmember Maschka further opined it <br />was necessary to step back and determine the major housing <br />issues over the next 10 years and impacts to the City based on <br />
