<br />City Council Special Study Session - 09/09/04 <br />Minutes - Page 9 <br /> <br />September 13,2004. <br /> <br />City Manager Beets addressed some issues related to the <br />Conlll1unity Development Department budget based on State <br />Statute and Building Permit fee applications and uses; the delay <br />in the decision to raise fees and when those revenues could be <br />realized in accordance with State Statute; and the existence of the <br />Departn1ents Reserve Fund to stabilize the department. Mr. <br />Beets explained his rationale for recommending the transfer of <br />the GIS Coordinator from the Community Development to the <br />Information Technology Department to relieve that stress from <br />the COll11TIunity Development Department. <br /> <br />City Manager Beets noted that, at the September 13, 2004 <br />meeting, the Council would be considering approval of the City's <br />10th Joint Powers Agreement (JTP A) for IT services, which <br />would further support transfer of this position into that <br />department, and provide another potential area for service to <br />those Cities utilizing the City of Roseville's IT services. Mr. <br />Beets noted the similar success in 2004 when Finance Director <br />Miller had transferred a position from the Finance Department to <br />the License Center that was offset by additional fees. <br /> <br />City Manager Beets noted that the Community Development <br />Departn1ent could be subsidized by tax revenues (i.e., HRA <br />Levy) by bringing the HRA under the umbrella of the <br />Conm1unity Development Department, but that policy decision <br />would increase the pressure on and impact to the levy. <br /> <br />Counciln1ember Schroeder expressed concern in moving the GIS <br />position from the Community Development to the IT <br />Departlnent, opining that the position's effectiveness may <br />diminish if the focus of the position were to change. <br /> <br />Further discussion ensued regarding the GIS Coordinator <br />position and allocations of salary and duties; as well as future <br />WI - FI applications that may present another revenue opportunity <br />and service provision for the City. <br /> <br />City Manager Beets and Finance Director Miller acknowledged <br />the potential of this application, and their monitoring of the <br />
