<br />City Council Regular Meeting - 09/27/04 <br />Minutes - Page 27 <br /> <br />of the current Council officials. <br /> <br />Al Sands, 2612 AIdine <br />Mr. Sands spoke in opposition to the project and in disagreement <br />with conclusions of Mr. Welsch that the developers have met <br />their obligations to-date. Mr. Sands advised that he would be <br />contacting the Community Development Department for a list of <br />properties involved and the amount of money anticipated for <br />payment for each of those properties; alleging that there were <br />facts missing from the developer's financial plan. Mr. Sands <br />referenced a recent St. Paul Pioneer Press article by Steve Scott <br />regarding developers courting each other. Mr. Sands expressed <br />his disappointment in the Council's apparent abandonment of the <br />Twin Lakes Master Plan and protection he thought was in place <br />for Comprehensive Plan amendments with a 4/5 vote. Mr. Sands <br />advised that he would be seeking legislation this fall to change <br />land use at a zoning level; and questioned the validity of the City <br />Attorney's legal opinion. <br /> <br />Tim Kotecki, 3078 Mount Ridge Rd <br />Mr. Kotecke spoke in opposition to the proposed project, <br />encouraging the City Council to vote "no" to the current <br />proposal. <br /> <br />John KysyIyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn clarified his perception of the City's current <br />budget gap; noted that Arden Hills elected officials were aware <br />of the proposed project through their involvement in the 1-35W <br />Corridor Coalition; and noted that increased street traffic called <br />for responsible parents, not less development. <br /> <br />Mr. Kysylyczyn reviewed CouncilmeInber Ihlan's posItIon <br />statement and rebutted several points, and provided his <br />perspective of other points. Mr. Kysylyczyn reviewed individual <br />Council positions to-date regarding the proposed project, and <br />encouraged Councilmembers voting in favor of the project to <br />provide a public pledge to see the project through successfully. <br /> <br />Dan Roe, 2100 Avon Street N <br />Mr. Roe noted that the City has a process set in place for dealing <br />with developments, and that while this proposed project is larger <br />
