Dan Roe, 2100 Avon Street N <br />Mr. Roe referred to the letter from Mr. Burrell that he had <br />read as a letter to the editor in the Roseville Review; and <br />opined that the letter was factually incorrect related to <br />building value and tax increment collections, based on the <br />information provided to the Twin Lakes Stakeholder's <br />Advisory Panel. <br /> <br />F. John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn thanked Councilmember Kough for <br />acknowledging the research he had previously provided to <br />the Council regarding committees and commission issues. <br />Mr. Kysylyczyn provided duplicate copies of his research, <br />in addition to additional notes he had compiled from the <br />October 11, 2004 Council discussion. <br /> <br />In anticipation of an upcoming agenda discussion item <br />regarding the OVAL refrigeration system, Mr. Kysylyczyn <br />provided a newspaper article from 1987 regarding the <br />City's expectations from the State of Minnesota regarding <br />future and ongoing operational expenses incurred by the <br />City if they paid construction costs. <br /> <br />Mr. Kysylyczyn compared the number of Agenda budget <br />discussions held to-date with the annual discussions during <br />his tenure as City Mayor. <br /> <br />Mr. Kysylyczyn opined his personal clarification of <br />Councilmember Schroeder's previous comments regarding <br />the organizational structure of the City's Fire Department. <br />Mr. Kysylyczyn noted that historically, the number of fires <br />have gone down, while the number of full-time staff has <br />increased. Mr. Kysylyczyn referred to the recent study <br />completed by the League of Women Voters that addressed <br />some departments larger than that of Roseville who didn't <br />have full-time chiefs.
