<br />City Council Regular Meeting - 11/08/04 <br />Minutes - Page 18 <br /> <br />public comment related to this issue, noting the number of <br />audience members in attendance for this discussion. <br /> <br />Parks and Recreation Director Lonnie Brokke provided <br />background information related to chiller and possible floor leaks <br />at the OVAL, past Council directive, and subsequent actions <br />taken to-date. Mr. Brokke provided detailed options, cost <br />estimates, time frames, advantages and! or disadvantages, and <br />comment for each of the following items: <br />I) Status on resolving the floor leak issue; <br />2) Options on resolving the chiller issue; <br />3) Operational options for the 2004/05 season; <br />4) Approaches for engaging engineering consulting services; <br />and <br />5) Possible approach for creating two task forces - one <br />technical (already working) and the other to study the <br />OVAL's long-term viability. <br /> <br />Skating Center Superintendent Bill Olein was also available at <br />the meeting to provide comment and operational information. <br /> <br />Mr. Brokke thanked Mr. Olein, Parks and Recreation Chair <br />Richard Jacobson, Bill Cushman from the Midway Skating Club, <br />and various area agencies and engineering personnel, and ice <br />user group representatives who had provided expertise and <br />support over the last several weeks. Mr. Brokke noted that <br />significant progress had been made since the last report to <br />Council, with a leak found outside the OVAL floor under the <br />asphalt that had been repaired, and seemed to be holding <br />pressure; and provided pictures depicting the original leak and <br />work to-date. <br /> <br />Discussion included various zones between the compressor and <br />chiller allowing for running of only a portion of the system; <br />solutions used for the repairs to-date; and potential assistance <br />from several engineering employees of Xcel Energy to assess the <br />existing conditions through use of an electro-magnetic tube <br />testing (Remote Field Testing - RFT). <br /> <br />Mr. Brokke noted that the Midway Speed Skating Club has <br />generously agreed to pay for the prep and inspection work; <br />
