<br />City Council Regular Meeting - 11/08/04 <br />Minutes - Page 19 <br /> <br />which will provide a detailed report on each tube's condition, <br />wall thickness and their individual vulnerability; as well as the <br />condition of the entire chiller system. <br /> <br />Further discussion included the number and location of tubes <br />plugged to-date in comparison to the total possible for plugging <br />(10% or 81 tubes); ammonialbrine mixture and potential risks of <br />contamination of the system; installation of new gaskets; <br />consideration of stainless steel tubing; and potential alternatives <br />to be identified in the proposed study; and anticipated time frame <br />for test results, and how that impacted this year's season. <br /> <br />Councilmember Schroeder disagreed with the net savIngs <br />anticipated and costs benefits identified by staff in Item 4, <br />Option 2; opining that the actual net loss with part-staffing would <br />be $125,000, not the staff projections of $45,000. <br /> <br />Further discussing the actual flooding of the OVAL with natural <br />ice and berm materials; long-term integrity of the natural ice <br />throughout the season; and where else to seek additional <br />expertise. <br /> <br />Skating Center Superintendent Bill Olein noted that the leak had <br />originally been found last spring during the Junior World <br />Competition; at which time staff had worked after hours to <br />attempt resolution of the problem and had flushed out the <br />compressors to prevent further damage. <br /> <br />Discussion ensued regarding the inspection via camera next <br />week of the entire chiller to determine damages to-date and/or <br />the potential need for replacement; and facilitation of user-group <br />planning for their season and tonight's requested action. <br /> <br />Mayor Klausing opened the meeting to public comment <br />regarding this issue; noting the Council's awareness of the <br />valuable asset this facility was, but recognizing the need to <br />determine the best long-term solution. <br /> <br />Al Sands, 2612 AIdine <br />Mr. Sands concurred with Councilmember Maschka's previous <br />comments regarding the recognition of the facility as a regional <br />
